Billing could be by mass notice on a forum (one notice per month based on your original sign on month - everyone would have an origin # 1-12) I like yearly billing. On the 20th of the month all slackers or forgetters would have there names formally posted with a notice to get the bread in or be dropped. (thus, at most, two simple monthly postings.)
We, the individuals, would then drop our checks in the mail when bulk notified on the billing forum, and the perfesser or whoever would have no postage or mail out bills except the monthly check to Intranets. It would be trivial to refund quitters by subtracting their payment month number from the next numbered monthly cycle (-$1.00 for postage and hassle of returning the balance.)
Again, seems very straight forward from this end.
