Thanks Richard for locating this report by Scott at EarthTech. Scott did great very early fusion work here. I did my first fusion almost a month to the day before Scott in February 1999. I kind of inspired him.

Scott and I had corresponded for years related to Tesla coils, my water arc explosion gun work with the Graneaus, Scott''s work with cold fusion under the orders of his employer at EarthTech, and of late back then, my total change of direction into fusion with the Farnsworth fusor type system.

I think EarthTech folded, not sure. I lost contact with Scott. As for Hal Puthoff he is all over YouTube and as his bio notes, if you click the top banner about the folks at EarthTech, he was a scientist that was deeply involved with DOD and the intelligence services. (knows some spook stuff)

For those curious, I supply a recent video of Hal with a well known and respected physicist/mathematician, Eric Weinstein. Long and engaging over a number of subjects with a focus on the UFO phenomena of late. Weinstein is fabulous and forces may points that those here might find fascinating in the physics of things. Worth the full time it takes to watch, I think.

The current limit on my fusor supply is to protect the power supply and grid. Not from a sudden burst of neutrons. I'm operating the fusor by remote control from 100 feet away. The inverse square law is your friend.
The more reactive the materials, the more spectacular the failures.
The testing isn't over until the prototype is destroyed.

I I go for a pulsed reactor scheme, I want to take extra care to limit the peak current via the inherent impedance of the system. This may require a ballasting inductor to keep the plasma from collapsing into an arc.
