Micropower Impulse Radar

In some research at my new job, I came across Micropower Impulse Radar,which was developed at LLNL in the 90's by Tom McEwan. After reading a bit more about it, it was apparently a spin-off from some work for collecting signals from fusion experiments. There's a low-cost fast digitizer at its core and I guess it was developed to replace some expensive oscilloscopes. Interestingly there was a dispute surrounding it's invention with another gentleman named Larry Fullerton. I've also seen the UltraWideBand (UWB) term used a lot with this technology. Given the link to electronics and fusion research, I was wondering if any of the old hands here could provide any colour about the technology and the dispute? Apparently it was settled in LLNL's favour in court, but there's various allegations online that some ideas were stolen and justice wasn't served. I'm always a bit curious about the real truth behind these situations!
