I got one last week. Did a make offer of $75 and they took it. I cant even buy the parts for that price.

This second device is the electrical drive for the pump. The first poster was suggesting he might build his own electrical circuits (to drive the motor in the turbo pump) but the parts to make that would cost more than buying this controller that would [hopefully] do that job.
