No, Elon Musk did not shut us down.
There was a perfect storm of issues for several hours, I won't go into the details but once we (thanks, Frank) realized that it was NOT our host servers but something within our account on those servers, we got everything restored.
I hope nobody tried to post the Solution to the Controlled Fusion Conundrum during those several hours...

Strangely, there was one post lost during that unusual downtime for the site. Part of the message was encrypted but from what I can decipher it has to do with fusion drive, gravity space warping, and interdimensional travel. The IP address is not like any I have seen on the planet.

I don't know what you mean by encrypted but you can post foreign characters. Something that is encrypted is just going to be a long string of random alphanumeric characters.
The IP was probably IPv6, not sure how it could be anything else as the user would not be able to communicate with the server. Additionally I'm sure there is some kind of validation from phpBB. As you may recall from the news the internet ran out of IPv4 numbers. IPv6 looks something like this:

IPVv6 addresses have hexadecimal numbers That is 0-9 and a-f
