I have long been stunned at a lack of imagination on why they are formed. Seems more or less obvious to me that they should occur. It is all field based and charge transfer based through a variable density dielectric medium. Conditions have to be ideal to make the ones shown in the long exposure image. Solar activity plays a key role here as well.
