I actually fully explained all of this in Carls original post where Steve Sesselmann asked about differential pumping.

It is a function of ion mean free path and reducing the gas molecules that could destroy the beam (neutralize it), in the chamber where the ions are needed to do a job.(fusion)

I believe that the setup you're referring to is underway by Andrew Seltzman. He posted data on a cooled grid sometime ago. His website has pictures of planned ion guns, and Andrew has consistently done what he's planned. Search him, and stay tuned!
