The "DC Limit" is marked 0..10, which probably means 0..100% and not mA.
You can load the output and then see at which current it trips.

It's quite likely it's actually designed for 220 operation, that sounds like it would be about right if you hit 18kV on 110 and it doesn't scale linear, it would get up to high 20's to low 30's with 220 in. Of course if it's not, it could cause catastrophic failure.
