This is not a transformer. It's a high-frequency inverter-based "neon power supply". Your clues are the weight, the shape, and the absence of ceramic insulators for the output. No neon sign transformer outputs DC. Not all neon power supplies are transformers (NSTs) any more, but all are AC power supplies. DC ruins neon tubes.
