You may be able to smell the general area that let out the magic smoke.
Sometimes the FETs/ICs just have bubble or indent that may only be slightly discolored.
Electrolytic Caps will burst from the top so you may see some Caps with a bulged top.

How much current are you supplying to the LCD? strange things can happen when the current draw of the system is a little more then the power supply can handle. The LCD backlight can use up a good amount of current compared to the rest of the circuit.

The pictures for both digi-key a Mouser sometimes don't match the actually part number exactly (which they warn you about somewhere), the pictures just give you a general idea of what it looks like.

You could just re-terminate the cable with a non Mil spec and less expensive connector.

I would use a VFD and a 27V supply. The second ebay item doesn't do what you need. For about the price of the first ebay item you can get an VFD, which means you can plug it into the wall and get a 400hz 200v output. Otherwise you would still need to convert 120V AC to 27V DC, and I doubt a cheap 24...

Doesn't look like a conventional H bridge to me, at least what I'm use to seeing.
The low side output ( point O) will be half Vdc. It creates a positive and negative voltage swing with point O as the common.

I would leave the unused pins floating till you know if their active high or low signals.
Grounding the EXT ZERO may be forcing it to continuously try and zero out the flow reading.

I would guess the EXT ZERO pin is to set/calibrate the zero flow point.
